The Center is the International Training and Services Division of The Community College Leadership Academy at the University of Missouri – St. Louis. Its primary function is to assist countries and Ministries of Education with development of educational systems similar to the U.S. Community College system. This community-based model delivers formal and non-formal education to those who might not otherwise have access to higher education due to cost, geography, social condition or educational preparation. Community colleges are designed to be responsive to specific economic development and learning needs of the communities in which they are established.
The American community college combines the activities of technical colleges, non-formal education centers, specialized institutions such as business and agricultural institutes, and regional economic development programs into a single institution.
The Center for International Community College Education and Leadership provides five specific services:
- Assistance with evaluating the educational and economic needs of a country or region, to determine if a community college-like model is appropriate to the country's situation.
- Training for those who will lead and govern new community-based educational instituions.
- Graduate education through the University of Missouri- St. Louis for college leaders, with specific emphasis on community college leadership.
- Assistance with creating graduate education programs within the host country for leadership development.
- Referral assistance with educational facilities planning, engineering, and design.
